Michigan has added fixed-odds horse racing to the list of bets its licensed online sportsbooks can offer. The Michigan Gaming Control Board (MGCB) approved the change on 30 October, and operators were allowed to take the new wagers from the same day.

With a fixed-odds bet, the price is set at the moment the wager is placed, in the same way as a standard sports bet. That is a break from pari-mutuel betting, the format horse racing has long relied on, in which all stakes go into a pool and the payout is only known once the pool closes at post time.

What changes for operators and bettors

  • Who can offer it: fixed-odds horse racing wagers will run through the online sports betting platforms already licensed in Michigan.
  • How the odds work: the payout odds are locked in when the bet is placed, rather than moving with the pool up to the start of the race.
  • Same protections: licensing rules, responsible gaming tools and age and residency checks that apply to Michigan sports betting will cover the new wagers in the same way.
  • Start date: the wagers were permitted from 30 October 2026.

The board said the move responds to how the racing industry is changing and to demand from bettors for more wagering formats.

Henry Williams, Executive Director of the MGCB, said:

“This change reflects where the horse racing industry itself is heading. Bettors have told us they want the same, straightforward, locked-in odds experience they’ve grown accustomed to with sports betting. Adding fixed-odds wagering to our catalog lets us meet that demand while continuing to support a fair and well-regulated horse racing market in Michigan.”
