The Netherlands Gambling Authority (Kansspelautoriteit, Ksa) has issued a binding instruction to slot supplier Endorphina, ordering it to take adequate measures to stop its games being offered to Dutch players on unlicensed gambling sites.

The instruction, dated 19 October and published on 2 November, is addressed to Endorphina Limited in Malta and Endorphina Ltd. in Cyprus. Ksa found that by not doing enough, Endorphina promoted participation in unlicensed gambling, which breaches Article 1(1)(b) of the Dutch Betting and Gaming Act (Wok).

What the inspectors found

  • In January and February 2026, Ksa inspectors using Dutch IP addresses played Endorphina games such as Hell Hot 100, Royal X-mass, Bad Santa and Cockroach Fortune on 13 unlicensed sites, including instantcasino.com, starzino.com, chacha.bet and holyluck.com.
  • Rechecks on 8, 10 and 17 June found Endorphina games on 19 unlicensed sites.
  • On 29 and 30 September, Ksa again found its games on eight unlicensed sites with significant Dutch traffic, including winningz.com, luckygem.com, qbet.com and betplay.io.
  • Ksa said it saw no technical measures to stop players in the Netherlands from accessing the games.

Endorphina’s response

Ksa shared its findings with Endorphina on 15 April. According to the decision, Endorphina said there was no evidence it knowingly supplied illegal operators, that it only supplies licensed operators in the Netherlands, and that its games can also reach sites through licensed B2B intermediaries. It later argued that the Malta and Cyprus companies are separate entities with separate remote game servers, and said it restricted access on all the sites Ksa had named in July 2026.

Ksa rejected those arguments. It said that whether Endorphina acted knowingly, and which of the two companies supplied the games, is not relevant to a binding instruction, and that the games were still available on illegal sites in September. It added that keeping games off unlicensed sites does not require extensive or complicated technical changes.

What Endorphina must do

Endorphina must take adequate measures within two weeks of the date of the decision to stop promoting unlicensed gambling in the Netherlands, and inform Ksa. Ksa said it can do this through technical measures in its own operations and through contracts with operators and distributors of its games. No fine has been imposed, and Endorphina can object to the decision.

The order is part of Ksa’s wider push against the black market. In October it fined EOD Code SRL a record €37m for offering illegal gambling through sites including Instantcasino, while the licensed Dutch market shrank in 2025. The full decision is on the Ksa website (PDF, in Dutch).
