Incentive Games has been awarded an interim gaming licence by the Pennsylvania Gaming Control Board (PGCB), allowing it to supply real-money content to licensed operators in the state.
The Edinburgh-based business-to-business studio announced the licence on 19 May 2026. It did not publish a licence number or name any Pennsylvania operator partners.
Founded in 2019, Incentive Games develops free-to-play engagement games and real-money crash and arcade titles for betting operators. It entered Michigan in 2025.
What the company said
Ahmed Baker, chief commercial officer at Incentive Games, described the licence as “a huge achievement for our business and a strong endorsement of our regulatory approach”.
What an interim licence means
The PGCB can issue an interim licence once a supplier has passed a satisfactory initial review. This lets the company trade while the regulator’s full investigation continues. The licence is valid but time-limited, and it becomes a full licence only if that investigation is completed satisfactorily.
Pennsylvania’s full supplier review is extensive and can take well over a year. It examines:
RelatedSkillOnNet among 11 operators cleared to apply for New Zealand casino licence
- Finances and source of funds
- Ownership and related individuals
- Company history and background checks
- Previous dealings with other regulators
Why it matters
Pennsylvania is one of the largest regulated online casino states in the US, and the interim route gives smaller suppliers a way to begin commercial work there without waiting for the full investigation to finish. For Incentive Games, it extends a North American presence that already includes Michigan, alongside its work in Ontario and the UK.
Incentive Games has not said when its first real-money titles will go live with Pennsylvania operators.
Operators taking content from interim licensees will be aware that the approval is conditional on the final outcome of the PGCB’s review.
